He lifted closures on state and county parks, as well as golf courses, late last month.<\/p>\n<p>The decision comes as the state\u2019s economy sputters because of the pandemic, with <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/05\/nj-still-processing-300k-unemployment-applications-we-understand-completely-the-frustration-murphy-says.html\">widespread unemployment<\/a> and untold revenue losses.<\/p>\n<p>The changes will take effect 6 a.m. Monday.<\/p>\n<p>Murphy\u2019s order also clarifies that <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/05\/drive-in-movies-religious-services-events-permitted-under-nj-coronavirus-lockdown-rules-murphy-says.html\">drive-in and drive-through events \u2014<\/a> including drive-in movies and religious services \u2014 are permitted in the state, as long as people stay in their cars. That takes effect immediately.<\/p>\n<p>And the governor said he may take more steps in the coming days, including permitting elective surgeries to resume and giving guidance to beaches as Memorial Day nears.<\/p>\n<p>Murphy said these steps are possible because New Jersey, one of the nation\u2019s coronavirus hotspots, has seen its number of new cases, deaths, and hospitalizations drop after weeks of strict social distancing.<\/p>\n<p>\u201cThe data we are seeing gives us confidence that we can begin the careful and responsible restart of our economy \u2014 to get people back to work, and to begin to set the stage for the steps to come,\u201d he said during his <a href=\"https:\/\/www.youtube.com\/watch?v=90dLqcvGax0\">daily coronavirus briefing in Trenton<\/a>.<\/p>\n<p><strong>MORE: <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/05\/drive-in-movies-religious-services-events-permitted-under-nj-coronavirus-lockdown-rules-murphy-says.html\">Drive-in movies, religious services in cars permitted under N.J. coronavirus lockdown rules, Murphy says<\/a><\/strong><\/p>\n<p>The move comes a day after officials detailed plans for ramping up <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/05\/nj-to-double-coronavirus-testing-to-20k-by-end-of-month-as-gov-murphy-plans-reopening-of-state.html\">testing<\/a> and contact tracing in New Jersey, which Murphy said is critical to have in place as the state reopens.<\/p>\n<p>Murphy also said curbside service is a logical first step because it allows stores and customers to maintain social distancing as the state continues to deal with deaths, cases, and hospitalizations.<\/p>\n<p>\u201cWe are not out of the woods yet,\u201d he said. \u201cWhen compared to other states, we see that New Jersey still bears a significant burden from COVID-19. So keeping up with social distancing is essential as we move forward.\u201d<\/p>\n<p><iframe loading=\"lazy\" title=\"Coronavirus in New Jersey: Update on May 13, 2020\" width=\"640\" height=\"360\" src=\"https:\/\/www.youtube.com\/embed\/90dLqcvGax0?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>At construction sites, workers must wear face coverings, nonessential visitors will be barred, work hours will be staggered, break times will be limited, and proper sanitation is required.<\/p>\n<p>At nonessential retail stores, customers must place curbside orders in advance and won\u2019t be allowed inside.<\/p>\n<p>Dining in at restaurants is still banned, though takeout and delivery is permitted.<\/p>\n<p>Murphy thanked residents for following lockdown so far but stressed gatherings are still banned across the state and people should \u201cstill stay at home as much as possible.\u201d<\/p>\n<p>The governor has yet to give a definitive timeline for easing restrictions further, and some lawmakers and business leaders have <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/05\/sweeney-urges-murphy-to-open-more-nj-businesses-by-memorial-day.html\">pushed him<\/a> to move quicker as the economy suffers.<\/p>\n<p>Murphy said the state is \u201cmoving slowly and deliberately\u201d because \u201cany misstep risks further outbreaks.\u201d<\/p>\n<p>\u201cIt\u2019s as basic as this: When public health tells us it is safe to remove a restriction, we\u2019ll remove it,\u201d he said. \u201cThere is no light switch we can flip. We can only slowly raise the dimmer.\u201d<\/p>\n<p>Nonessential businesses have been closed in New Jersey since March 21, when <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/04\/nj-orders-all-non-essential-construction-to-stop-in-latest-coronavirus-lockdown-restriction.html\">Murphy ordered residents to stay home<\/a>. He then <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/04\/nj-orders-all-non-essential-construction-to-stop-in-latest-coronavirus-lockdown-restriction.html\">ordered nonessential construction to stop<\/a> April 8.<\/p>\n<p>Eateries have been allowed to offer pickup and delivery service, and essential businesses \u2014 such as supermarkets and home improvement stores \u2014 have been allowed to stay open with social-distancing restrictions.<\/p>\n<p>Some Republicans praised Murphy, a Democrat, for Wednesday\u2019s steps but said businesses should be allowed to welcome customers inside with similar safety protocols.<\/p>\n<p>\u201cWe are at such a critical time where many businesses are seriously in jeopardy of not even being able to reopen, and more delay will certainly be the death knell to so many,&#8221; state Sen. Steven Oroho, R-Sussex said.<\/p>\n<p>But asked about those calls, Murphy stressed \u201cwe\u2019re still in a stay-at-home mode.\u201d<\/p>\n<p>\u201cThis is a step in a positive direction,\u201d the governor said. \u201cI think it\u2019s a responsible one. We just don\u2019t want people congregating.\u201d<\/p>\n<p><strong>CORONAVIRUS RESOURCES: <a href=\"https:\/\/projects.nj.com\/coronavirus-tracker\/\">Live map tracker<\/a> | <a href=\"https:\/\/link.nj.com\/join\/6fj\/signup\">Newsletter<\/a> | <a href=\"https:\/\/www.nj.com\/coronavirus\/\">Homepage<\/a><\/strong><\/p>\n<p>Also Wednesday, the state Senate announced it will hold a remote public hearing Monday at 11 a.m. to get input from healthcare professionals about how to safely reopen the economy.<\/p>\n<p>\u201cHearing from the medical community first will provide the roadmap for the safe re-opening for other crucial business sectors,&#8221; said state Sen. Paul Sarlo, D-Bergen.<\/p>\n<p>As of Wednesday, New Jersey \u2014 a densely populated state of 9 million people\u2014 <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/05\/nj-coronavirus-death-toll-increases-to-9508-with-140743-total-cases-more-than-190-new-deaths-confirmed.html\">has reported at least 9,702 total deaths<\/a> attributed to COVID-19, with at least 140,743 total positive tests, since the outbreak started March 4. Only New York has more cases and deaths among U.S. states.<\/p>\n<p>Officials Wednesday reported 197 new deaths and 1,028 new cases.<\/p>\n<p>But Murphy said positive cases have dropped nearly 90% and COVID-19 deaths have decreased more than one-third from their peak.<\/p>\n<p>New Jersey\u2019s 71 hospitals reported 4,226 patients with confirmed or suspected cases of the coronavirus as of Tuesday night. That\u2019s down 48% from the peak in hospitalizations on April 14 and marks a month of steady declines.<\/p>\n<p>Still, Murphy notes that <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/05\/nj-making-strides-but-lagging-other-states-in-key-coronavirus-categories.html\">New Jersey is still dealing with larger ratios<\/a> of new deaths, cases, and hospitalizations compared to three neighboring states (Connecticut, New York, and Pennsylvania) and the nation\u2019s two most populated states (California and Texas).<\/p>\n<p>A <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/05\/most-nj-residents-support-states-reopening-pace-from-coronavirus-lockdowns-but-fears-run-rampant-poll-says.html\">Rutgers-Eagleton Poll released Tuesday morning<\/a> found 66% of New Jersey adults believe the state is lifting restrictions at the right pace, while 19% feel it\u2019s happening too quickly and 16% say it\u2019s moving too slowly.<\/p>\n<p>More than 1 million Garden State residents have <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/05\/more-than-1-million-new-jerseyans-are-out-of-work-due-to-coronavirus-crisis.html\">filed for unemployment<\/a> since mid-March and many have been waiting for weeks to get paid and struggled to get through the state\u2019s busy phone and online systems.<\/p>\n<p>In addition, New Jersey\u2019s government is missing massive amounts of tax revenue, and Murphy has warned the state faces <a href=\"https:\/\/www.nj.com\/coronavirus\/2020\/05\/nj-financial-disaster-from-coronavirus-will-be-on-our-doorstep-in-just-a-few-weeks-murphy-says.html\">a \u201cfiscal disaster\u201d<\/a> within weeks that could lead to historic public-worker layoffs if the federal government doesn\u2019t approve more direct financial aid.<\/p>\n<p>Our journalism needs your support.
