{"id":2535,"date":"2020-04-30T09:26:08","date_gmt":"2020-04-30T13:26:08","guid":{"rendered":"https:\/\/www.construction.com\/newsroom_details_pag\/santa-clara-construction-rules-eased\/"},"modified":"2025-08-07T09:51:09","modified_gmt":"2025-08-07T13:51:09","slug":"santa-clara-construction-rules-eased","status":"publish","type":"post","link":"https:\/\/www.construction.com\/reports\/santa-clara-construction-rules-eased\/","title":{"rendered":"Santa Clara construction rules eased"},"content":{"rendered":"<p><em><strong>Santa Clara County&#8217;s new health order eases construction, some other business restrictions<\/strong><\/em><\/p>\n<p><img decoding=\"async\" style=\"height:588px;\" src=\"https:\/\/www.construction.com\/wp-content\/uploads\/2022\/11\/sara-cody-2_750xx2048-1152-0-192.jpg\" alt=\"\" \/><br \/>\nDr. Sara Cody, Santa Clara County&#8217;s health officer, answers a question at a press conference April 29, 2020 in which she issued a revised shelter-in-place order extending through May 31.<br \/>\nJODY MEACHAM<\/p>\n<p>Santa Clara County\u2019s <a href=\"https:\/\/covid19.sccgov.org\/order-health-officer-county-santa-clara-04-29-2020\">new health order taking effect Monday<\/a> will allow all construction now permitted under California\u2019s statewide health order to resume as well as certain outdoor businesses, childcare and recreational activities.<\/p>\n<p>\u201cThe new order largely keeps the current restrictions and structures in place, so that means we will have to continue to together shelter in place to help combat Covid-19,\u201d said <a href=\"https:\/\/www.bizjournals.com\/sanjose\/search\/results?q=James%20Williams\">James Williams<\/a>, county counsel. The new order expires May 31.<\/p>\n<p>In places where the state and county health orders are different, Williams said the stricter rules apply regardless which level of government issued the order.<\/p>\n<p>The stricter-rules-apply catch means, for example, that even though playing golf is now permitted in the county order as an outdoor activity with social distancing easy to achieve, it\u2019s still banned under the state order, so you\u2019ll have to wait a while longer to tee off.<\/p>\n<p>Childcare is only available to \u201cessential\u201d workers under the state order, so if you\u2019re looking for a break from the kids at home, that\u2019s still a no-no.<\/p>\n<p>There has been increasing pressure from Santa Clara County&#8217;s construction industry and other business sectors to reopen normal activity here as soon as possible.<\/p>\n<p>County health officer Dr. <a href=\"https:\/\/www.bizjournals.com\/sanjose\/search\/results?q=Sara%20Cody\">Sara Cody<\/a> said she eased the current order\u2019s restrictions because the county \u201cgot something of a head start on this pandemic, but through gradual and collective action \u2013 starting with voluntarily working from home and culminating with sheltering in place for the last six weeks \u2013 we have slowed the spread, flattened the curve, preserved our hospital capacity and prevented many, many deaths.\u201d<\/p>\n<p>Acknowledging criticism of her earlier order as focusing too heavily on the direct risks of the disease rather than considering the health and economic risks of sheltering in place, Cody defended her approach.<\/p>\n<p>\u201cWe can see very clearly what the health impacts of Covid-19 are, how they are impacting families and the health care system,\u201d she said. \u201cWhat&#8217;s harder to see is the health impact of the shelter-in-place and the mitigation measures. So we&#8217;re measuring what we know against what we don&#8217;t know.\u201d<\/p>\n<p>She said there\u2019s no timeline for a full return to pre-pandemic life but listed five criteria guiding her decision:<\/p>\n<ol>\n<li>Whether the total number of cases in the community is flat or decreasing,<\/li>\n<li>Whether the number of hospitalized patients with Covid-19 is flat or decreasing,<\/li>\n<li>Whether there is an adequate supply of personal protective equipment to protect all health care workers,<\/li>\n<li>Whether the need is being met for testing, especially for people in vulnerable populations or those in high-risk settings or occupations, and<\/li>\n<li>Whether there is the capacity to investigate all Covid-19 cases and trace all of their contacts, isolating those who test positive and quarantining the people who may have been exposed.<\/li>\n<\/ol>\n<p>Because there\u2019s no vaccine, she said \u201cwe are going to need to have protections in place for a very, very long time.\u201d<\/p>\n<p><a href=\"https:\/\/www.sfchronicle.com\/projects\/coronavirus-map\/\">As of Wednesday<\/a>, the Bay Area has 7,947 confirmed coronavirus cases, including 279 deaths.
