{"id":2319,"date":"2020-04-03T09:18:20","date_gmt":"2020-04-03T13:18:20","guid":{"rendered":"https:\/\/www.construction.com\/newsroom_details_pag\/construction-chugging-along-in-la-but-is-warned\/"},"modified":"2025-10-08T06:02:54","modified_gmt":"2025-10-08T10:02:54","slug":"construction-chugging-along-in-la-but-is-warned","status":"publish","type":"post","link":"https:\/\/www.construction.com\/reports\/construction-chugging-along-in-la-but-is-warned\/","title":{"rendered":"Construction chugging along in LA, but is warned"},"content":{"rendered":"<p><em><strong>Construction still chugging along in LA amid pandemic<\/strong><\/em><br \/>\nBut the mayor has warned: \u201cWe will not be shy about shutting down construction sites\u201d<\/p>\n<p><img decoding=\"async\" style=\"height:588px;\" src=\"https:\/\/www.construction.com\/wp-content\/uploads\/2022\/11\/AP_19211755296997.0.webp\" alt=\"\" \/><br \/>\nThe NFL stadium under construction in Inglewood. <\/p>\n<p>A crane hovered over Hollywood Boulevard this afternoon, hoisting bundles of plywood off of a flatbed truck that were strapped in by workers, some standing by side by side.<\/p>\n<p>To prevent the spread of the novel coronavirus, construction is largely restricted in major cities such as <a href=\"https:\/\/ny.curbed.com\/2020\/3\/27\/21196867\/coronavirus-new-york-construction-andrew-cuomo-covid-19?_ga=2.137369648.1836438423.1668515048-840066211.1668413358\">New York<\/a> and <a href=\"https:\/\/sf.curbed.com\/2020\/4\/1\/21202550\/san-francisco-coronavirus-construction-order-stop-shelter?_ga=2.137369648.1836438423.1668515048-840066211.1668413358\">San Francisco<\/a>. But in Los Angeles, it\u2019s humming along on everything from mid-sized apartment complexes in Hollywood to the Frank Gehry-designed <a href=\"https:\/\/la.curbed.com\/2019\/2\/11\/18220331\/frank-gehry-grand-avenue-construction-bunker-hill\">shopping complex<\/a> on <a href=\"https:\/\/la.curbed.com\/neighborhood\/758\/bunker-hill\">Bunker Hill<\/a> to the <a href=\"https:\/\/la.curbed.com\/2019\/4\/16\/18410483\/nfl-stadium-inglewood-los-angeles-rams-chargers-construction\">$5 billion NFL stadium<\/a> in <a href=\"https:\/\/la.curbed.com\/neighborhood\/827\/inglewood\">Inglewood<\/a>, where at least one worker has tested positive for COVID-19.<\/p>\n<p>Los Angeles Mayor Eric Garcetti said this week that he\u2019s willing to shut down construction sites that are not taking new safety precautions\u2014which include maintaining at least six-feet from others\u2014seriously.<\/p>\n<p>\u201cWe will not be shy about shutting down construction sites that do not comply, so comply,\u201d he said.<\/p>\n<p>Under new rules the mayor announced Tuesday night, construction companies working in LA are required to create <a href=\"https:\/\/ladbs.org\/docs\/default-source\/publications\/misc-publications\/construction-site-guidance.pdf\">\u201ccomprehensive COVID-19 exposure control plans.\u201d<\/a> Those plans must incorporate roughly a dozen safety guidelines developed by the city\u2019s department of building and safety.<\/p>\n<p>The guidelines call on employers to provide personal protective equipment, such as gloves and face masks, \u201cas appropriate\u201d for certain jobs; to install hand-washing stations throughout work areas; and to clean and disinfect frequently touched surfaces, including shared tools and handrails.<\/p>\n<p>The requirements are a direct response to some construction sites not taking proper safety precautions, the mayor said.<\/p>\n<p>\u201cCritical infrastructure projects like homeless shelters and housing should move forward,\u201d Garcetti said. \u201cBut never at the expense of our workers\u2019 health, never at the risk of anyone\u2019s life.\u201d<\/p>\n<p>On Monday, the <a href=\"https:\/\/www.latimes.com\/sports\/rams\/story\/2020-03-30\/sofi-stadium-construction-coronavirus-rams-chargers-2020-opening-delay\">Los Angeles Times<\/a> reported that a construction worker at the <a href=\"https:\/\/la.curbed.com\/nfl-stadium\">SoFi Stadium<\/a> construction site in Inglewood had tested positive for COVID-19 and another was \u201cpresumed positive.\u201d In January, when the stadium\u2019s owners announced the project <a href=\"https:\/\/la.curbed.com\/2019\/4\/16\/18410483\/nfl-stadium-inglewood-los-angeles-rams-chargers-construction\">was 85 percent complete<\/a>, there were roughly 3,200 workers on site every day.<\/p>\n<p>Workers told the Times that they were glad to have a good-paying job at a time when many are unemployed, but they also said they were worried greatly about being on a crowded job site.<\/p>\n<p>Construction companies say compliance with the new guidelines won\u2019t be an issue, because they\u2019ve already put many of them in place.<\/p>\n<p>Ninety-five percent of the city\u2019s guidelines were already in place at R.D Olson job sites, says company president Bill Wilhelm. But he does note that it\u2019s important to keep reminding workers of the rules.<\/p>\n<p>\u201cIt\u2019s not because they have a disregard for safety, but because a lot of us take a lot of things for granted,\u201d like being able to share tools, Wilhelm says.<\/p>\n<p><img decoding=\"async\" style=\"height:588px;\" src=\"https:\/\/www.construction.com\/wp-content\/uploads\/2022\/11\/IMG_1609.webp\" alt=\"\" \/><br \/>\nThe city\u2019s new guidelines say compliance with COVID-19 rules will be be verified during regularly scheduled inspections.<\/p>\n<p>In his announcement, Garcetti said sites would be checked daily for compliance. Asked how many active construction sites there are right now in the city of Los Angeles, the department of building and safety would not immediately provide a number. But tonight, the mayor said building and safety officials visited 1,912 construction sites on Wednesday.<\/p>\n<p>In the 2018 fiscal year, the city issued nearly 178,000 building permits. According to <a href=\"https:\/\/mayor.lacity.gov\/economic-growth\">the mayor\u2019s website<\/a>, that translates to $7.7 billion worth of construction projects.<\/p>\n<p>Other cities in LA are also threatening to come down hard on those that aren\u2019t taking the health of their workers seriously.<\/p>\n<p>The city of Santa Monica beefed up its previously stated requirements for construction sites Wednesday, reminding workers and construction companies that not following rules about hygiene and social distancing measures could result in their construction site being shut down by the city\u2019s building and safety division, which will have the authority to stop projects that are not following the rules.<\/p>\n<p>Santa Monica officials also asked the public to file complaints if they observed construction sites not following the rules.<\/p>\n<p>\u201cWe need all construction sites in Santa Monica to be good neighbors and to take all required steps to prevent the spread of COVID-19,\u201d said city manager Rick Cole.<\/p>\n<p>Taking precautions will cause work to happen more slowly, says Steve Pellegren, an executive vice president at Bernards, a construction management company and builder.<\/p>\n<p>Staggered start times, uni-directional stairwells, and social distancing are among the precautions that Bernards is taking on its projects, which includes the <a href=\"https:\/\/ridley-thomas.lacounty.gov\/index.php\/bhc\/\">Martin Luther King Jr. Behavioral Center<\/a> in Willowbrook.<\/p>\n<p>\u201cIt certainly adds more time,\u201d Pellegren says. \u201cPeople are more careful, more thoughtful about how they move,\u201d but he says it\u2019s worth it if it means that construction can continue at all.<\/p>\n<p>Wilhelm agrees. \u201cIt\u2019s a very fair trade off, if we have to deliver [a project] a little bit late to make sure we can be safe and still keep people working,\u201d he says.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Construction still chugging along in LA amid pandemic But the mayor has warned: \u201cWe will not be shy about shutting down construction sites\u201d The NFL stadium under construction in Inglewood.
